Cars are useful for transporting things, including people, from one place to another. They’re very good at this; you’ve probably used one to get somewhere before without dying.

Each car is marked with a unique, highly visible tag that makes it easy to track down when someone misuses one. They are inspected and subject to many safety regulations. Asking the same of machines meant solely for dealing death, and nothing so useful as driving to store to grab some milk, seems reasonable enough.
