The Republicans in the House of Representatives passed a bill to stop abortion at 20 weeks because boy fetuses masterbate at 15 or 16 weeks. (My 9 month old Grandson is not too interested in his private area but I guess he was at 15 weeks in the womb. I think the fellow who made the comment is a quack.)
