In Texas, they gloat that they do not regulate businesses.  So a Company has 1200 times more explosive compounds than allowed and they under insure their company to save money.  15 PEOPLE GET KILLED BECAUSE THEY HAD NO CLUE OF THE DANGERS THEY WERE WALKING IN.  The owner should be behind bars.
