IT WAS TORTURE, Post 9-11. The report says it was torture.

Why did it take 10 years to have this report written?

Waterboarding:  Because Cheney, Bush and Rumsfeld said it was ok, THAT MAKES IT OK FOR ANY CAPTURED AMERICAN SOLDIER TO GET WATERBOARDED.  President Bush said it was just fine to waterboard you to a US Military person.  I am pleased that it is finally considered torture.

I will bet that no reference to this report will be part of the Bush Library which just opened.
