The Surrogate mess. When the baby has massive health issues in utero. What then?

A woman is paid to have a baby for a couple.  The baby has major medical issues.  The couple paying her want her to have an abortion.  What a mess....  Who pays for the medical expenses for a child with major problems?  Given our talk of debt crisis and rescind Obamacare, should the tax payers be forced to pay for major medical bills?
